Peoria has been part of that work from the start, from the older lots south of Thunderbird Road to the newer desert parcels north of Happy Valley. In north Peoria we check the slope of your lot early, because parcels above a certain grade fall under the city's hillside rules and a pool may need a waiver before it can sit where you want it. New Pool Construction
We build concrete, in-ground pools, which is the most durable shell you can put in desert ground. Concrete handles soil movement and temperature swings far better than a prefabricated shell, and it lets us build in any shape, depth or size you want. Most projects run 8 to 12 weeks depending on scope, permits, inspections and weather. We pull the permits, prepare the plans and schedule City of Peoria inspections. We also hold the Peoria business license the city requires alongside our ROC number, which is a common reason paperwork stalls for out of area builders.
New Spa Construction
A spa can be raised into the pool as a spillover feature or set on its own as a standalone retreat. Either way it gets designed and poured as part of the same project, so the tile, finish and decking match instead of looking bolted on a year later. We size the plumbing and equipment from the start, which is what keeps heat up times reasonable and the jets doing what they should. Steel, plumbing and gunite go underground the day after they are inspected. Nobody photographs that part of a build. It is also the part that decides whether your pool still looks right a decade from now. Peoria splits into two very different jobs. North of the Loop 303 you are working sloped desert lots where grade, drainage and rock decide the excavation plan. South of Bell Road the lots are flatter and older, and the constraint is usually access down a side yard. Shortcuts taken below grade always surface later.

FAQ for Peoria Residents
These are the questions Peoria customers ask us most, covering cost, timelines, permits and upkeep. If your lot sits on a slope in the north of the city, several of these will matter more than the rest.
A pool's price depends on interior and decking materials, equipment, and features like waterfalls, lighting and firepits. Design, size and amenities all move the total. Where you are in Peoria matters too. On the sloped desert lots north of the Loop 303, grade and rock can add retaining work and a longer excavation before a single tile goes in. On the flatter older lots further south the cost driver is usually access rather than ground. We cannot quote exactly until we walk the property with you.
The only way to get a real number is a site visit. We walk the yard, check access and grade, talk through what you want, then come back with a price built around your lot rather than a Valley average.
Pool projects typically take 8 to 12 weeks. The exact time frame depends on scheduling, scope, permits, inspections, material availability and weather. Monsoon storms between June and September can add days around excavation and gunite. Peoria is generally quicker than most on the paperwork side, since the city offers over the counter and expedited plan review for qualifying projects. A hillside waiver or design review, where one is needed, is the step most likely to extend the schedule.
It can. Peoria applies hillside rules to steeper parcels, and a good deal of the city north of the Loop 303 falls into that category. Where the grade crosses the threshold, the amount of cut and fill allowed is limited and a hillside waiver may be required before a pool can sit where you pictured it. The city also runs a Desert Lands Conservation Ordinance affecting how much natural desert on the lot has to stay undisturbed. We check both against your parcel during design, so the layout we draw is one the city can actually approve.
Pools and spas need a permit from the City of Peoria before work starts, submitted on the city's swimming pool and spa application with plans, barrier details and electrical review. Barrier rules sit in Chapter 18 of the city code alongside state law. Any pool holding more than eighteen inches of water must be enclosed by a barrier at least sixty inches high, with self closing and self latching gates, and doors leading from the house to the pool area need alarms. Existing enclosures cannot be altered in any way that weakens them. We handle the applications, the plans and the inspection scheduling.
Possibly, depending on what is growing there. Peoria issues native plant permits, and on desert parcels the protected species on your lot may need to be identified and covered by an approved plan before ground is disturbed. In practice that usually means salvaging and replanting rather than losing anything. It is far cheaper to inventory at the design stage than to halt an excavation because something protected was sitting in the dig line. We handle the submittal and coordinate the salvage.
On your own property, and this one catches new pool owners out. Peoria treats water from draining or backwashing that runs into the street as a code violation, so the discharge has to stay on your lot. That is worth designing for rather than solving later. We site equipment and plan the deck grading with somewhere for that water to go, and we walk you through the correct way to drain and backwash at handover so you are not guessing the first time the filter needs cleaning.
In the master planned communities, usually yes. Vistancia, Trilogy, Westbrook Village and similar neighborhoods run architectural review and generally want written approval before city permit work begins. Age restricted communities often add rules on equipment noise and working hours that shape how we schedule. Older parts of Peoria near Old Town frequently have no HOA at all. We confirm which applies to your address at the start and prepare whatever drawings your committee wants.
